Jokowi Provides Papua Special Autonomy Fund Rp 8.4 Trillion

The government allocated a budget of Rp. 22.7 trillion in the State Budget for Development and Expenditure Budget (RAPBN) for the 2020 fiscal year for the Special Autonomy Fund and the Yogyakarta Special Region Privileges Fund. Specifically for the special autonomy fund allocation for the Provinces of Papua and West Papua, the government has budgeted Rp. 8.4 trillion (Papua Rp. 5.8 trillion and West Papua Rp. 2.5 trillion).


In addition to the allocation of regional autonomy funds for Papua and West Papua, the Special Autonomy Fund also includes the Infrastructure Additional Fund in the context of the Special Autonomy Province of Papua and West Papua Provinces amounting to Rp 4.7 trillion and the Aceh Privileged Fund of Rp 1.3 trillion.

In Book II of the Financial Note along with the Draft State Budget of the 2020 fiscal year it is mentioned, the general policy direction of the special autonomy fund (Otsus) and additional infrastructure funds (DTI) in 2020, among others, to improve the quality of planning and the accuracy of the use of the budget, encourage increased implementation effectiveness, increase accountability through distribution based on implementation performance, and strengthen monitoring and evaluation through synergies with related K / L.

In addition, the special autonomy fund is also intended to improve synchronization of use plans with national priorities through discussion of proposals with related Ministries / Agencies, improve the focus and priority of budget use, especially for education, health, and infrastructure and improve governance of special autonomy funds and DTI by strengthening APIP's role in overseeing and providing distribution recommendations.

When delivering the Government's Statement on the 2020 State Budget Bill, along with its Financial Note before a joint plenary session of the Indonesian Parliament and DPD RI in Senayan, Jakarta, Friday (16/8), President Joko Widodo said state spending in 2020 was also focused on reducing inequality between regions .

Therefore, the government will continue to develop various economic zones outside Java, continue industrialization in the form of mining and plantation downstreaming, and develop several metropolitan areas outside Java, so that they can become new economic sources.

"During this time, the pulse of economic activity in general is still concentrated in Jakarta and Java Island. So that Java Island becomes very dense and creates inequality with islands outside Java. If we allow this to continue without any serious effort then inequality will get worse, "said President Jokowi, Friday (8/17)
